[0.264] [Graphics] Travelling Cloak texture

I actually like it better this way...................... of course, the guy now looks like one of those old b-movie mad scientist assistants......... but with a little tweaking a pure-white cloak like this (maybe with some silver runes twining along the edges) would look great for a priest, light-mage, or soverign unit.

That is even better than it looks on my screen. Mine is a little patchy as the clothes appear through in some parts.

It'd be nice if we could actually change the color/decoration of different items/costume pieces, just like in Galciv with ship customization.
