[0.262][Bug] Sovereign can't move anymore if 'caught' in opponent city area.

My soverign was standing next to a resource when an opponent created a city. From that point on, the unit could not move. I have encountered this problem in an earlier beta with a soldier I had created and it seems to be the same problem.
