Bug/Gameplay v 0.262: Build Road list includes sites hidden in FoW

With default settings, on turn 43, I founded a second site. No other major factions are visible on my map, but I appear to have options to build roads to five different sites. This seems wrong. (I have not tried to see whether I can build roads to sites that I can't see.)
