[Bug/Gameplay] 0.262 No breakthrough to select at a research breakthrough

Either force at least one topic to be available or add text to it, so it won't announce a breakthrough when there isn't one.

I had the same thing happening to me in the latest version 0.264. I was researching magic and had only 4 red techs available and it seems none got selected.
