Not really ... as always there will be the royal family, and there will be heroes. A Family member can do ANYTHING they want, be a general, governor, or teacher. McArthur was a general during the pacific campaign, and then became a Governor for Japan (Primariliy in Tokyo I believe), and as I said earlier this was mainly for the Royalty.
A royal family member should be able to fight wars, govern cities, and teach in schools. Usually the royal prince/ess will be the general in the army, while the heroes/adventurers are merely fighters. I could see a hero/adventurer ALSO being a teacher at an academy for FIGHTING ... but I see governing armies and governing cities as the Divine right by the Royal Family.
and As I was saying, a Family member would have influence stat, Management Stat, Command Stat (general), and perhaps a Teaching stat ... along with lots of mini feats due to actions that affect things like popularity, morale on the battlefield, effectiveness in battle and so-on.
The family member with the highest command rating in an army is the general, with the highest management rating is the governor, and with the highest Teaching rating is the Teacher. A family member can be all 3 at once (even though general only matters when actual fighting starts) if they have the highest command, management, and Teaching skills. Influence would be tied into popularity, as it effects how happy the citizens of a city are when he/she is in a city. Influence basically covers speaking skills/public speaking/ and diplomacy. So if there was any sort of "diplomacy" type situation, a high influence can enable a Family Member to more easily get what they want.
as for heroes and adventurers, Other than their special fighting stats and special abilities, I suppose they could have teaching skill and a command skill, but never management or influence imo. However, allowing a hero to lead your army might be a loyalty risk, and it would not be pleasant to have your whole army bribed away. However, I suppose there could be special circumstances were you would be allowed to adopt a hero into the royal family, or marry him/her into the royal family. ( I would of totally adopted Patton and Mcarthur into my family, and I would of bribed Rommel to join if at all possible)
And it goes without saying a Sovereign would start with very high command/management/influence/teaching
