A question about resources in our borders

So now that the Economy push is out (yay!) there are a LOT more pretty tiles on the ground than before.  Other than building a city beside each one, or "snaking" to the resouces by adding a trail of buildings from the main city, is there a way to claim these resources at the moment?  The only mobile building unit seems to be the soverign, and he's limited to cities alone.

I believe the design is that you can only claim resources with cities.

Tweak the numbers of Iron WAY down. (like 1/3 of now)

We could use 2/3 of the generic farms we have IMO.

Make sure dragon shrines aren't double spawning right next to each other. I've seen that on a few maps.

That's sorta a bummer. I was hoping for a few lumber camps and mines.
