If I zoom out and then zoom in without moving, I manage to end up at an entirely different spot. I've tried a few camera angles and it's the same.
it zooms to where your cursor is pointing, not the center of the screen. It works that way in many games these days. You can turn it on and off in Sins of a Solar Empire.
Its a feature, not a bug...
