[Suggestion] Multiple "Enter" Key Functions

This is just a small idea that I think would make a massive difference in how smoothly the game flows, but when there is a notice up on the screen (usually telling me construction on something is complete, I've researched something, or I just found a sack of gold), I instinctively want to hit the "Enter" key to dismiss it. However, rather thann dismiss it, the notice stays up on the screen and I proceed to the next turn. Maybe there could be a condition in the code that changes the primary function of the "Enter" key so long as there are notices up on the screen.

I would prefer just a notification of a new report, and not that intrusive panel. Then I could see the report by clicking in a button in the bottom (the way civ4 do it is really good)
