Well I was playing a Yoren the people with a food production bonus and built up the farm, but once my city reach the "village" level the food start to go down and was not producing any food at all. I also researched about 10 farming bonuses and nothing effected my food production.
Had a similar problem. Population never decreased, but it stopped going up as well. So, all my cities were stuck on village size. Screenshot included doesn't illustrate too much, except that I've researched the hell outta Farming Bonuses, its many turns in, and my Capital still is only a village.
Also, on a hunch, I tried founding another city near another farming bonus. That brought me up to a total of 2 farming locations. This didn't affect growth at all.

I think the problem is that there is no city level beyond village. I'm assuming that that will change as theart assets and other stuff begin trickleing in.
