[BUG\Gameplay] Must pay wages for non exixting units, army cost reduction bonus not working

the player will be charged wages even so no units are build. The more cities you own, the higher the wages get.

I´m sure that is not the way wages should work.

As a second the bonus for resaerching warfare "army cost reduction" has no visible effekt for the "gostunits" wages.

Might want to relabel the title to [Bug\Gameplay].

And indeed, the wages thing seems to be borked.
