[BUG/Graphics] Unchecking Fullscreen option does not take effect

Unchecking the Fullscreen option does not change the game to windowed mode.

I unchecked the Fullscreen option in the Video settings window and nothing changed.

I started a new game, but it still didn't change.

I exited the game and restarted, but it still starts up in fullscreen mode.

When I went back into the Video settings window, the Fullscreen option is still unchecked (as shown in the pic) but the game is still displaying in Fullscreen mode.

If you set windowed mode with your desktop resolution, the borders will be hidden and it will look like full screen. WAI.

I would also like to point out that changing the resolution requires a restart of the game as well.
