I have like 6 months old microsoft mouse (intellimouse software) and the scrolling is so slow even on fastest settings that it it makes the whole dynamic map thing worthless.The game could use a mouse scroll speed setting.
This combined with the UI issue I have related to the keyboard without numpad not been able to move diagonally makes the UI highly cumbersome.
I have very slow scrolling as well. This is what I've found to get around it:
With NO unit selected, left click on the map. That will center the map on that point. To continue on, just click again on where you want the map to center.
There's actually an option that lets you set the speed. By default it's 20, 300 should be a good speed
