[BUG] Soverign Starting on Unclaimed Crates and Boxes

Upon starting a new game as a member of the Empire, my Soverign started on Unclaimed Crates and Boxes. I mean, its not a bad thing per so...but I couldnt build a city without moving. Haven't repeated yet.
