I do not think this is working as intended.
On the other hand, you have a wonderful opportunity to build one city that has 2 farms, and perhaps beat the level 3 city limit people have been experiencing.
I don't think we can get through the city limit yet. The progress ring around the city icon at the bottom blanks out after you reach lvl3.
This game later froze when I was telling a city to make a road; not sure if it's reproducable.
