[Bug] Cancelled building still appearing

Firstly I attempted to build a mine in the wrong position (IE: Not on top of iron) and it worked, being built on a blank space. I then attempted to cancel the construction and as you can see here:

  The graphic is still appearing despite nothing being built. In addition to this the ability to build a mine has gone completely from the city - if you cancel the mine you have forever lost the chance to build it.
