I had the same problem on my first try, and noticed that the starting position of the screen was in a corner. At first i assumed that the "no fun" part was a bit low played, due to no game whatsoever ;). Now I guess that the starting position is offmap somehow.

I can get a variation of this to happen every time when I try to start a new game after I had already been playing one.  Instead of a new map, it will use the old one but not give me a sovereign.  So I have to exit the game to start over.

Same problem.  It's happened three times in a row.  I'm guessing the following line from debug.err is the issue:
