...click the accept button then hit continue?

It's greyed out.

Can you click in that little box and scroll down or do anything with it?  Tried starting over?

Tried several times, this is what I get. And clicking anywhere around that box produces the "Plum!" sound of nonclickability.

C:\Documents and Settings\All Users\Application Data\Stardock\Impulse\Temporary

Could be in there, check your preferences for stuff.

Ah, that one.

Nope, no effect :(

AH, I just got my reg key so now I can see where this is happening.  Check your net connection/firewall settings since it seems it isn't loading from them.

Tried it with firewall off, didn't help. I managed to download the archive via impulse, but the installation still stops at that step.

Yeah, it appears to download the eula seperatly.  Gonna need to email someone possibly.  Strange though that you can connect to other stuff, must run off a different server or something?  Weird.

Yeah, it has me confuzzled as well :(

OK, managed to coax it into installing via archive, didn't even have to accept anything, yay!

Also, that would be worth looking into. The whole "I installed the game and didn't accept the EULA" thing.

Use the download and archive option, then restore the archive.

I've run into this problem a couple of times and, even though you've already bypassed it, I thought I'd throw in my two cents.

My working theory right now, is that it's somehow related to how Impulse is plugged into the overarching "how windows does internet" structure.  I almost never use IE, but when it doesn't work, this particular window in Impulse also doesn't work.  I've seen a similar issue in steam, where the integrated browser doesn't work sometimes.  I typically reinstall IE at that point, and everything works fine, for a while. I imagine it's something simpler than that, and that my "solution" is all sorts of overkill, but it couldn't hurt to check.
