Fleets no longer fighting AS fleets

I've been playing a massive game, first time through. I've been hammering my AI opponents (primarily the Yor since they were the largest opponent once war started) and, shortly after I researched technologies to make my fleets more effective I noted that the Yor began defending their planets one ship at a time. When my fleet would attack a defended planet in the past, all of their ships would defend together as a single fleet, whether they had the technology for that or not I suppose - now I can only engage 1 at a time in the battle viewer. I was wondering if that is intentional or a glitch? Is there something wrong, or is there a command that a defending planet's owner can use to limit the engagement to 1 defending ship at a time (the movement cost then slows my advance tremendously - as well as being very irritating). If anyone knows the answer that would be great. the planet you are attacking needs to have orbital fleet defense command (or something like that) for all the ships to defend at once...otherwise you'll have to kill them off one by one

yes that is the impovement but it is now a super project and if you take over their plantet that has it they no longer have one so they lose that effect so what i do is make sure it's one of the last plantets of theirs i take or you can break up your fleet and have your ship attack one at a time so that each of your ships each uses one move to kill one ship
