I'm just a player, nobody official. I have the same problem, and I have a favorite solution. You may have noticed some other discussion threads about this same symptom. Some software, including Google Desktop, sometimes interferes with launching Demigod. Somebody smarter than me suggested these steps:
1. Click the shortcut icon on your desktop to highlight it (you already know that double-clicking does nothing).
2. Press & hold the Enter key to quickly/repeatedly tell the PC to "launch" Demigod. This is much faster than a person can double-click a mouse button. With a few extra beeps and error messages, you might get Demigod to launch. Sometimes, all I see on screen is error messeages, but then I find Demigod successfully running in the background.
None of the official patches so far have fixed this for me, but it's not worth more effort. Currently, I usually get the game running with just 4-8 rapid taps on the enter button.
