Possible Bug: Minor races are beating everyone in Espionage

I am not sure that this is a bug,but the minor races are a lot more aggressive then the regular players. I was beaten twice by minor races. Can you make these minor races a bit less aggressive? They also seem to cheat. I have much better research than the other races but one minor race had ships that I just couldn't touch or stop their espionage. They definitely need some toning down.

I should note that this was the I League doing all this

The I-League is a bit special, and isn't a true "minor" race. Rather, they are a combination of combined minor races that are extremely determined in conquering the galaxy.

If you notice this kind of race becoming a bit powerful, you might want to nail them as soon as possible.

What difficulty setting are you plaing on?

As you may have noticed you can only set the intelligence for the major races and so the minors will always run on the same level, which I think is intelligent. That can easyly make em more powerful than the majors, if those are not quite smart.

I'd sugest to the designers that the IQ of the minors is determined by the average of the IQ of the majors! Otherwise easy games are screwed up by too powerful minors!

I have the setting set to "cakewalk." It is the easiest settings for all races for me to get the hang of it.
