How exactly do we subvert colonies?

I have had "minor" races who should be doing very little beating me on espionage by subverting my colonies. I do see where the two espenionage sliders are but don't see how I can use it against any one race. How is this done?

You can only use espionage on major races. Select the major race on the foreign policy screen so that its image and logo appears in the selected race area. Then adjust the sliders.

That's a bug then: If I can't destabilize/espionage a minor race, then the minor race shouldn't be allowed to destabilize/espionage me.
