The site you found was probably a "crack" site: One that pirates software.
"Fences" is a Stardock Corporation program...not a theme. It organizes your desktop shortcuts:
There are many more on this topic...just search "Recent Forum Activity". On the right column at the bottom.
Don't download from "Hack/Crack/Warez" sites...
hmm..look like Aero midnight wb by StardockDesign/vStyler..
but agree with first comment ..
In fact, just going to these sites and clicking on anything can at times get you things you were not expecting.
The link in OP should be removed, Customize.ru is a known warez merchant.
Oh sorry, a friend gave me this site, I thought it was a good one
