saerch doesn't work

I typed star just for kicks and no hits returned. forum search does not work....................I'm trying to figure out how to effectivly use rally points. It would help

No, it's not working, unfortunately.

But you can use Google to search the forum:

just add "site:forums.galciv2.com" to your search request in Google.
