Could somebody please make a sorta steam punk theme manager theme? that would be great!
It's fairly easy to make a theme with TM3. Give it a try and let's see what you've got! 
Or do you want a brand-new suite? Yeah . . unlikely. Making most of the componats of a suite take a significant amount of time and effort. Most artists skin for themselves and then share with the rest of us.
The problem is, I'm in 9th grade, so i dont realy have time, nor do i have the resources or skills to make one that actualy looks good, and im not gona go and do a half assed job that looks terrible.
5 mins a day, to learn, 5 more mins a day to compile.. should be done by graduation ! 
Something to match that stuff would be great.... Not that my computer look anywhere near it... 
I was actually thinking of a steampunk WB a few days ago.... Then I tried creating it, and fell short.... Taming illustrator/photoshop isn't done in a day...
I recommend that you do a half assed job that looks terrible and progress from there... It's a great way to learn, and it doesn't really require any time you cannot spare.
