I would say Dominion of Korx is pretty much worst overall because they can't get their economy off the ground.

 

Thalan have pretty good ships, not sure if they're the best

Korath effetively have the best soldiering since they don't even need soldiers to conquer planets.

Not sure about econ, but the Humans seem pretty good.

I would say Iconians or Altarians for research

Krinn for Influence

Humans for Dipplomacy

Yor for factories
