The AI itself is not really moddable, unless you mean something else.

To elaborate a little.. the only things you can change about the AI in general is the weighting for ships/buildings/etc on the different AI personalities. This is in gameplay.constants.

You can modify the combat AI slightly by messing with the ship and ability files for things like focus fire, autocast, targets for autocast (in some cases) etc.

But, as kryo said, the overall AI isn't moddable.

May have been complicated and confusing if they did. Would likely have taken a while if they did.
