starbase building where there aren't any resources?

Yeah, i know; a stupid questions huh???

well, i'm asking it. i bought the box and d/l version, but all i see is the AI gettign to build starbases whereever they want too. I'm saying off og the few resources in the game.

I want the same abilities.
WHere do i get them???

You select a constructor and hit the "B" key to build a starbase anywhere you want. A "build starbase" button also pops up along bottom of the screen when you select a constructor.
