Yes, open the Planet####.ENTITY file for the one you want (eg. Plasma Storm, Asteroid Field, etc...)

After the meshes section, there is a list of resource asteroids, change the max and min numbers of the NEUTRAL asteroids. You will need to put all this in a mod and activate it though. Good luck, any problems, post.

Whats a neutral mining spot in the habitable zone? I know the neutral asteroids that can be captured for resource extraction in the systems one can not colonize but I never saw such an asteroid in a system that could be colonized.

Same thing as neutral I guess. My suggestion? Try it. Put one in somewhere, and see what happens. I assume it will act as a neutral asteroid does, so you would have to capture it, and only the owner gets the income, not the planet controller.
