Because they're better at dealing with it? It rains on the just and the unjust. Also, I've wondered from time to time if God just has a strange sense of humor. Note the platypus or the kangaroo for example. There is a reason, even behind the most terrible seeming events.

Because they're bad, so they don't care who they're happening to; in fact they probably take some perverse delight in happening to people who don't deserve them.
Good things, on the other hand, happen to bad people because they DO care, and they're trying to make the bad people better by letting themselves happen to them.
