Why the can't i build a terror star?

I have a starbase with every possible upgrade minus the very last section of building a terror star. When i try to add the final module, i get some bogus galactic law stating "To keep the mammoth structures from becoming too powerful, Starbases under construction will be limited to an addition of 0 modules." Signed by the UP council.

I tried leaving the UP council and building, but i get the same law messege.

I also tried building a different starbase with only the terror star modules, but i got the same messege when i tried to add the final terror star add on.

Does anyone know whats going on?

Ah ha...found the problem. All i had to do was move the ships i had protecting the starbase off of the space and i could build it.

What a very odd problem...

Especially since you can stack ships on a terror star just like any other ship. Or maybe they made them unstackable so you cannot exploit the move bug associated with terror stars? I haven't kept current with the status of that particular bug, though.

Hmm...that is weird. Do you have a save game where you can reproduce the bug?
