A Question to Test Reasoning Ability

Ok, here's a question to think about.

There is a man who lives in a 20 story apartment building. He lives on the 17th floor.

Every morning he leaves his apartment and rides the elevator to the lobby and goes to work.

Every evening he returns to his building and rides the elevator to the 14th floor. From there he climbs the stairs to his apartment.

He does this every day, whether he feels like it or not.

Why?

Because he's a midget. He can reach the L (Lobby) button easily for descent. But going back up, 14 is as high as he can reach when standing on tippy toes?

The most common addition to this is that if it was raining when he left, then he takes the elevator all the way to the 17th floor (with the aid of the umbrella he took with him in the morning).
Of course this makes you wonder, why doesn't he always carry a pen or a pocketknife or some other useful medium-length stick?

I've never understood how people can do questions like this cold i.e. without asking questions about the situation. I always end up with a completely ridiculous answer for these types of questions

No, hadn't heard it, but deftness at answering such things is NOT necessarily a good thing. It has been said that for some puzzles, the smarter you are the longer they take to figure out. I figured this one out in about ten minutes, so I accept I must be a moron .

And, no, I haven't solved it yet. I'm obviously over-thinking the blessed thing.
