Fleet Manager/Military Starbase bug

On the Fleet Manager pane, bonuses from military starbases for fleets are computed differently than they are on the main screen. On the main screen, a fleet receives a bonus from the starbase a single time. On the fleet manager screen, each ship in the fleet receives the bonus. I would expect that the second method is actually the correct one... I'm not sure how it would work otherwise during combat.

That sounds like it is a display error on the fleet manager screen.  I will look into that. It applies the starbase bonus to each ship in the fleet.

Do you have a saved game where this is occurring or can you gives steps to reproduce this?
I'm trying to reproduce it and it displays the same on both screens for me.

This is what I did:

I have 3 ships each with 1 beam, and the starbase gives +1 beam to each of them.

Both screens indicate that there is 6 beams in the fleet, 3 from the attack value and 3 from starbase assist.
