Moving Starbases

Is is possible to control a starbase to move and attack the enemy?? Kinda new here.

I'm asking becoz of the research Starbase conquest strategy of something, the end of the starbase research tree. It says allows the user to use starbases as flagships for attacking enemies.

No, starbases don't move. In Twilight of the Arnor, there will be a module(or modules) that can convert stationary Military Starbases into mildly mobile Terror Stars.
