Not quite sure what you're asking for. There are PDF versions of the Manual and the Beginners Guide in the GalCiv2 directory that you can print out.

Then there's the Wiki and the Galactopedia.

If you're asking about third party write ups one of the best that I've found is at www.gamefaqs.com. There are two listed, one is the "FAQ/Strategy Guide" by cyberj914 which is fairly old but is one that is still useful and I would recommend it to everyone. There's a second one listed that I'm not familar with, "Paths to Victory Strategy Guide" by mi64. As I mentioned, I'm not familar with either mi64 or his guide but it appears it was at least written for version v1.4x of the game which was just prior to DA. AFAIK there has been no significant change in DL since that version though of course it wouldn't cover anything DA specific.

I think he is asking about a conventionally published book, ala 'Guide to Middle Earth Online', etc.

AFAIK, there is no such hard copy publication. You would have to print out one of the resources identified by Mumbles.
