Need clarification on developing enhanced tiles

I think I know the answer to this but I wanted to double check to be sure. Say you have a 300% bonus research tile on a planet. Can you get a huge bonus for tech research by placing the tech capital there or do you just put labs on it? I believe it is correct to do the latter.

That's right. Capitals get no effect from the special tiles, only the basic buildings do.

What about the capitals bonus does it apply to bonus research/manufacturing from bonus tiles?

I would presume so, though I'm not positve. My understanding is that the capitals give a percentage bonus to all the activity that they have an effect over. This would include output from bonus tiles.
