If you have OD+ then right click on the Dock> choose "Add Entry"> choose "New Start Menu Entry"
I haven't used the free version in a very long time so I'm not sure if it's the same.

If you want THE Start Menu you need a program called Presstart.exe WWW Link
Just link to it as a dock entry - works like a charm.

For the free version, you can also:

copy this:

set wShell=wscript.createobject("wscript.shell")
wShell.sendkeys "^{ESC}"

into notepad or object edit and save as a .vbs (eg: start.vbs), then point a shortcut to it.

or use the XP SP2 Start Docklet by Kimb (just in case, I think there is also at least one for SP1 in the gallery somewhere)
