Well, the answer is sort of. There is a tech called this, but there is no tech that will take a class 5 planet and make it a class 15 or 16. All planet upgrades are incremental to the current planet status.

JavaScout the tech is called "Mavis Beacon Ver 10" I use it every time I have to recover from a mini stroke.
