Try ssending two or more and see the difference that will make

BTW it goes withoout saying that to upgrade the starbase you have to have researched the required techs!!!

No. Unfortunately you need to research further drive techs to speed up your ships and go via the Xeno Engineering - Basic Logistics - General Life Support -> for enhanced range on your ships. You will also need to upgrade your existing ships once you have researched the improvements as they don't get applied automatically.
