anyone know what changing the interest rate value does?

It changes the number of weeks that you have to pay when you chose one of the BUY (Ship/Improvement) options that require time-payments

And isn't it also one of the unused abilities? So, it really does nothing, much like Creativity.

its useful if your low on cash. lets say you got 300 bc and you want to buy yourself a ship. well normaly you'd pay full price and be done but you dont have the money and that dregin transport is getting closer. hence pay cheap now. go bankrupt after you save the planet

In a game with Minor races check out their econ stats ...
I have seen them saddled with 20, 30 even 50% interest rates !!!!!
