Program exit/cleanup - neat race condition.

I found a rather interesting race condition on my PC when quitting the galciv.exe program. If RIGHT when you get to desktop you immediately try to start another process, the new one doesn't start properly or the last one hangs - I'm not sure which, I just see a galciv.exe sitting there in my active processes that doesn't go away.

Is this just my machine, or does galciv drop back to desktop before doing all of its process cleanup?
