In the last game, when i was a war with the last a.i. left. Fooling around with the diplomacy screen instead of peace treaty i hasked him for money, and he gave it to me with a nasty little note. But i don't think he should be doing that. If you blackmail someone,relations worsen. But they can't get worse than war!
