influence overflow bug still present in 4d

The influence overflow bug, where influence would overflow causing rapid conquest through defections, is still present. It is triggered by loosing an election as the pacifist party.

How much of this has changed? It used to be that losing an election under any party's rule caused the overflow. I did notice that losing under the War Party in last night's game didn't generate the overflow, but I've had it before 4D as a Federalist and a Technologist.
