Pirates strongest Civ?

Okay, this is silly. These pirates are the biggest threat in the game. They make the Anatarans from MOO2 look like pansies.
Every single time, this happens right around the time I'm starting to exploit natural resources of the galaxy - and they all ROMP on my starbases. Now, come on. The galaxy went from 0 pirates to them having the strongest fleet in the galaxy in one turn? There's always like 3-5 of their ships kicking around destroying everything.
I'd expect that when they start, there's should only be a couple.
