Secotr ownership and anomalies

I've noticed whenever the senate bill to limit anomaly exploration to sector owners comes in, my Survey ship can still go around stealing all of them, I just keep on getting the "onyl survey ships can explore anomalies" notice right before.

That's funny! My survey ships, at least if they're on autosurvey, will stop, and even get hung up adjacent to an anomaly. I've never tried to manually force one onto a prohibited one.
