Control the Galaxy and win ?

I thought one of the ways to win was control 80% of galaxy. I know the question has been asked before but I do not think I saw the answer. Has this been changed or is it broken ?
In my last game I had one major race left they had only one system. I got tired of the game so I offered them 4 glactic wonders and a dozen or so techs and they gave me their last system.
