Does all collectors edition packages contain the goodies or is it only the preorders?

Saw the collectors edition at my local EBgames two days ago (same price ^^). I wonder if all copies of the collectors edition contain the tech-tree poster and allow me to download the desktop theme as I didn't preorder.

If it is a CE edition, it has all the stuff.
