The error you're now getting appears if wbload.dll is too old or the file cannot be found.
Please remove any bypass you had previously attempted, as that should not be necessary here. Reboot again and see if the software works.
If it does not: our purge method will assist with removing all files before reinstalling with a clean slate. Make sure you have also clicked "Uninstall" from Steam itself. To be extra thorough, you can also check and remove the following registries if they are present after the purge:
- Computer\HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Stardock\WindowBlinds
- Computer\HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Stardock\Misc\WindowBlinds
- Computer\HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Valve\Steam\Apps\2294630
After you have purged, uninstalled, confirmed these registry entries are clear, and then rebooted:
Reinstall from Steam again and do not enable any bypass workaround. Reboot a 2nd time, then check if the problem remains.
