In none of my cities can i build the town hall, only up to the command post.

strange.. I have no problem building them Would have been totally screwed if i couldn't
Reloading the game save did not help. But after restarting the game and then reloading the game save the problem disappeared.
Ticket can be closed (also replied this via email)
