Try enabling the following:
Options > Dynamic shadows
Options > Anti-aliasing 2x (or better)
Options > Advanced Options > Stylized lighting
dynamic shadows brighted up one area i think the land scape.
stylized lighting brighted up the cities.
I didn't need to do anti aliasing. But it working now, no more darkened screen.
