Humanity’s allies are bloodied but unbroken in the Galactic Civilizations III timeframe. The former leader of the Republic, Eleys Mue, died at the hands of the Drengin paving the way for the Resistance to take more direct measures that ultimately pushed the Drengin off her world.  Succeeding her is Akari Malara of the Iru-Wraith'ir. She is a smart and capable woman willing to deal with the Drengin-dominated galaxy as it is, not the galaxy some of her peace-loving people wish it was. The Altarian Republic is in good -- or at least effective -- hands.

Lead designer Paul Boyer explains Akari Malara thusly:

Like the Terrans, the Altarian Republic has suffered greatly after the wars surrounding the return of the Dread Lords. They may have been wiped out entirely if not for the leader of the Altarian Resistance, Akari Malara. She kept the Altarian people united, giving them the strength to hold firm in the face of the Drengin domination of the galaxy.

While the Altarian Republic now claims to have never truly fallen, their government has been entirely taken over by the key members of the Altarian Resistance. This change can be seen in the way the Altarians now interact with the rest of the galaxy; though still looked upon as the high water mark of benevolence, they are now even less likely to trust outsiders and will often choose to stay aloof from galactic conflict rather than risking further cultural contamination.

Akari Malara herself has become an almost religious figure. The Altarian Resistance sees her as the savior of the Altarian people, and her control over her people is unprecedented in Altarian history. Even her worst critics admire her leadership, though they whisper that she is perhaps a bit too pragmatic.

There’s a lot more Galactic Civilizations III content out there already. Learn more about the Altarian Resistance and its prominent place in the Galactic Civilizations universe in the Databanks, check out PC Gamer’s in-depth preview, or listen to Paul talk everything from tutorial modes to ship design on the SpaceGameJunkies podcast.

Founders can access even more content in the Founders’ Vault by pre-ordering the game for $10 off the regular $49.99 price, or by picking up the $99 version that comes with a lifetime subscription to all Galactic Civilizations III DLC and expansions.

Update:

Fixed the confusion between Elsys Mue, the leader of the Altarian Republic and Akari Malari, the resistance leader who restored Altaria's independence.

Quoting InfrequentHazard,

I like her.  Maybe the thing with the eye-liner is a bit much, but I like it more than the tattoo.  She's exactly what you'd expect in an alien supreme leader:  She's very haughty.  Some more color in her clothing would be nice, kinda make her stand out better.

I like her too. Other than her cloak and tiara what she is waring looks like very shiny reflective armor.

I like the colors all being cool-cold.

Also, her eyeliner is epic.

I really like the new look of the Altarians. I will surely play them. The artwork is certainly much improved from Gal Civ II.

It is. He took it from the Yor wallpaper available in the Founder's Vault.
Still, I'm not sure, if he is allowed to do that. Frogboy said, that we can discuss the stuff in the Founder's Vault, but are not allowed to redistribute anything. Using something from the Vault as an avatar could be considered redistribution.

Sorry didn't know I thought I read the information maybe I forgot. I changed my avatar back. I asked Frogboy about this he didn't answer I'm going to not do that again at least intil I get an answer. If I seem to be inadverdantly breaking some rule you can always leave me a private message.

This looks great, but why blue? I thought the Altarians were supposed to look more or less human? Or is it that she in particular is blue? Still excellent one way or the other, just curious.

This is probably the rarest of human skin pigmentation possible, but it has happened. That does not really answer your question.

Syreens' influence? Or, simply, they've found answer of eternal life - blue food? (Kudos to George Carlin).

Reading the first few pages might answer the whole "blue" question, being as it was rather extensively discussed.

She's talking about eating silver or maybe incest. We did a good job of answering the possibility of this in the post. She's talking the Altarians having blue skin.

I have no idea what you're talking about.

I mean people who have blue skin in the real world, either from a genetic abnormality or from argyria due to the consumption of colloidal silver.

Relax, I was joking (kinda of insider joke, so my apologies for confusion). I'm not going to dive into "Altarians suffered same genetic bottleneck as cheetahs" kind of discussion. At least I hope I won't.

I had not ever heard of this before, ran an image search for "Argyria", apparently the Altarians must like silver!

I would be interested on what you think this has to do with blue skin anyways.

Have you seen the Syreens from Star Control? They have blue skin.

Have you seen someone with Hypothermia? They also have a light shade of blue skin (it's a scary situation)

I don't know why the focus on this individuals skin color. Even though Brad has suggested they have blue skinned Altarians, it could very well be a light colored Altarian and the blue colored panels are making the skin and enviroment blue.

I think we need to test to see if this "blue skinned" Altarian can stand up to the Dregnin armada. That will be the true test whether she can have the mantle of leadership. If she can win or withstand the impending assualt, then I don't care whether she has blue skin or not. If she loses, well then she'd be taken by the Dregnin and we wouldn't have to worry whether she had blue skin or not.

Wll if we are talking about the storyline then the Drengin don't want to occupy Altaria because of dark energy. I hope the Drengin will be better on the game than what they have been so far. Altarians versus Drengin. Altarians colonize more planets. Have better economics. Better research. Drengin had bigger fleets. Somereason Stardock took that away from them. Game wise I will take the Altarians. Hope the Drengin will be better in the next game.

Quoting parrottmath,

Because potato there is not enough data to focus on something else. Of course we always can turn "drill sergeant mode" on, sort of "your hairs not cut to regulations", "take that hat off, you're inside", and "had you polished your boots and brass, and ironed your clothes?"

As long as we won't have green and red skinned Altarians simultaneously with blue skinned ones, or had to pick up one of tones, I'm fine with that.

Though I can't get those two points out of my head anyway.

Quoting Frogboy,

There's still some internal discussion as to what to call the Altarians because they're not really a Republic.  Akari rules as a dictator at this point.

Given the description of the manner of Akari's rule and how she is regarded by the Altarians I'd perhaps call them the Altarian Protectorate (in the sense of Cromwell as Lord Protector of the Commonwealth).

As long as replacement is not green or red.

But I wonder, what'll be should the current image be rendered with green or red ambient?

Have spot lights that constantly change color so that she appears to change color when in the lights. BTW, what is wrong with green or red skin? Or purple or orange, for that matter?

EDIT: to make clearer.

I can mimic that on low-tech level simply with eyewear, but I was wondering for full 3D in real time.

Quoting Lucky Jack,

Post mass effect 3 stress disorder - colour-coded explosions at the end.

Quoting Tridus,

What replacement?

Same one, only different colour. It's not Ford-T ad, no?
